All rights reserved.</copyright><link>https://www.siliconinvestor.com/subject.aspx?subjectid=57714</link><description>[graphic]  From Wikipedia  en.wikipedia.org[graphic]  The Bureau of Sabotage is a fictional government entity set in two of Frank Herbert's science fiction novels, Whipping Star and The Dosadi Experiment, and first introduced in his 1964 short story "The Tactful Saboteur". It is colloquially known as BuSab. Jorj X. McKie, the protagonist of all the works listed below, is a saboteur extraordinary first appeared in the story "A Matter of Traces" in 1958  Background In Herbert's fiction, sometime in the far future, government becomes terrifyingly efficient. Red tape no longer exists: laws are conceived of, passed, funded, and executed within hours, rather than months. The bureaucratic machinery becomes a juggernaut, rolling over human concerns and welfare with terrible speed, jerking the universe of sentients one way, then another, threatening to destroy everything in a fit of spastic reactions. In short, the speed of government goes beyond sentient control (in this fictional universe, many alien species co-exist, with a common definition of sentience marking their status as equals).  History Founded by the mysterious "Five Ears" of unknown species, BuSab began as a terrorist organization whose sole purpose was to frustrate the workings of government in order to give sentients a chance to reflect upon changes and deal with them. Having saved sentiency from its government, BuSab was officially recognized as a necessary check on the power of government. It provides a natural (and lucrative) outlet for society's regular crop of troublemakers, who must be countered by society's regular crop of "do-gooders".  First a corps, then a bureau, BuSab gained legally recognized powers to interfere in the workings of any world, of any species, of any government or corporation, answerable only to themselves. Their motto is, "In Lieu of Red Tape."  Limitations Forbidden from committing acts of sabotage against private citizens, BuSab acts as a monitor of, and a conscience for, the collective sentiency, watching for signs of anti-sentient behaviour by corporate or government entities and preserving the dignity of individuals. Some essential functions of government are immune from BuSab by statute. BuSab is opposed by such organizations as the "Tax Watchers" who have successfully lobbied to grant themselves the same immunity from BuSab enjoyed by agencies such as public utilities.  BuSab monitors even itself and employs sabotage to prevent the agency from slipping into hidebound stasis. Agents are promoted to the head of the organization by successfully sabotaging the Secretary. By the same token, there is no term limit imposed on the Secretary of the Bureau of Sabotage. According to new research,  millennial dads are less capable than their own dads when it comes to  everyday DIY fixes, preferring to rely on professional help instead.&lt;br&gt;&lt;br&gt; A new poll of 1,000 millennial dads and 1,000 baby boomer dads found  that when a DIY task needs to be done at home, more than half of  millennials prefer to call a professional.&lt;br&gt;&lt;br&gt; And when it comes to emergency “handiness” scenarios, millennial dads fall short in almost every category.&lt;br&gt;&lt;br&gt; Millennial dads are less likely than their boomer counterparts to be  able to change a car tire on the side of the road, unblock a toilet or  sink, reset a tripped circuit breaker or even open a stuck pickle jar  with their hands. The new survey, conducted by OnePoll on behalf of  &lt;a href='https://www.alarm.com/' target='_blank'&gt;Alarm.com&lt;/a&gt;, found that modern dads’ toolkits have declined too.&lt;br&gt;&lt;br&gt; Many millennial dads reported not owning a cordless drill (46%), a  stepladder (49%), a set of screwdrivers (38%) or even a hammer (32  percent) — an item owned by 93% of boomer dads.&lt;br&gt;&lt;br&gt; Why the decline in DIY?&lt;br&gt;&lt;br&gt; Both generations pointed to modern technology becoming harder to fix as the top reason.&lt;br&gt;&lt;br&gt; “The technology in the average home has evolved,” says Anne Ferguson, VP of marketing at Alarm.com.&lt;br&gt;&lt;br&gt; “Hi-tech upgrades like smart home technology require professional  support, especially safety and security upgrades. Even the handiest dads  see the value of partnering with a professional service provider on an  important project like a smart home security system.”&lt;br&gt;&lt;br&gt; The definition of what it means to be a “handy” dad has also changed,  said 79% percent of millennials. Seventy-four percent of boomers agreed  with them.&lt;br&gt;&lt;br&gt; For example, while boomer dads have the edge when it comes to  traditional DIY, 62% of boomer dads concede that millennial dads are  better at tech-related tasks.&lt;br&gt;&lt;br&gt; Millennial dads are also more likely than their own fathers to prioritize family time over DIY.&lt;br&gt;&lt;br&gt; Sixty-one percent would rather hang out with their children than  spend that time on DIY, while 49% of millennial dads say they’ve done  better than their own dad at spending quality time with their kids.&lt;br&gt;&lt;br&gt; “Just as dads’ roles have evolved, so has the definition of handiness,” says Ferguson.&lt;br&gt;&lt;br&gt; “Today’s time-pressed dads are quick to master new tools like apps  and mobile technology for their families’ benefit. S. Eliot’s “Little Gidding” there is a sarcastic line:  “Let me disclose the gifts reserved for old age.” The “gifts” Eliot  mentions include “the cold friction of expiring sense” and “the rending  pain of re-enactment / Of all that you have done, and been.” Eliot died  before the advent of modern computer technology, so he did not  experience another “gift” of old age: constant phone calls from mostly  illegitimate businesses trying to sell you something. &lt;br&gt;&lt;br&gt;           &lt;br&gt;After I turned 70 several years ago, these  folks began calling me approximately eight times a day. I usually don’t  pick up, but recently the caller ID has begun showing the name of a  person or a well-known company. The other day I yelled to my wife: “Do  you know someone named Daniel Lewis?” These are dishonest gimmicks meant  to trick me into answering.&lt;br&gt;&lt;br&gt;                      These callers—let’s call them scammers—mess up my day in two  ways. First, when the phone rings I’m jarred out of whatever I’m  thinking or doing—and, foolishly, rush to look at the caller ID. Then a  few hours later I check for a voicemail and my day is disrupted a second  time. If there is one, I listen to it. Why? Because a real person might  have called while I was out, genuinely trying to get a hold of me and  not just my wallet.&lt;br&gt;&lt;br&gt;                      Roughly half the time the scammer leaves a message. Most are  pitches for a medical device—braces for back pain, a wheelchair, a  medical alert system. The soothing voice—always female—will often lie:  “I am glad we met to discuss this.” Or: “You have already paid for this,  so just press 1 on your phone.”&lt;br&gt;&lt;br&gt;           This is the dark side of capitalism—people trying to make money  by taking advantage of someone old enough to suffer from cognitive  decline. I’ve never fallen for one, but these con artists are still in  business, so I can only assume that some people believe their schemes. &lt;br&gt;&lt;br&gt;           Phone calls from scammers are not the only gifts of old age.  Every day I get brochures from cruise lines and fliers from retirement  communities. At least twice a week I get offers from banks for reverse  mortgages or from real estate agents to buy our house. All these are  legitimate, I think, but they’re often annoying because they come in  plain unmarked envelopes that are hand-addressed, so I think it’s a  personal letter. Sometimes they are odd sales pitches too.&lt;br&gt;&lt;br&gt;           Last week I got an unusual flier. It said: “Free Lunch and  Informational Seminar on the Benefits of Preplanning Your Cremation.”  The lunch was at a local Italian restaurant. The thought of eating pasta  and discussing cremation did not appeal to me. I also wondered why I  need to &lt;i&gt;pre&lt;/i&gt;plan, as opposed to plan, my cremation.&lt;br&gt;&lt;br&gt;           I didn’t go. but I was curious about one of the topics that  would be addressed at the lunch: “Travel &amp;amp; Relocation Protection  Plan.” Does this mean that I can ensure that my ashes are scattered in a  place that I am especially fond of? I was daydreaming about where I  would like my ashes to end up when the phone rang again. I checked the  caller ID. It said it was from a town in Texas that I had never heard  of.
