as the magnetic field collapses, has anyone seen any papers or reports on how quickly and how much of the atmosphere will be blown away by the solar wind? Are there any proxies that might give us an indication and allow an estimate to be made?

By the time atmospheric stripping becomes a problem, it'll be down there around 38th in the order of appearance of things with fatal consequences.
It may be possible to get to that point alive...but I wouldn't hold my breath.
90% magnetosphere loss would be the critical point.

After years of waiting for the next even semi-significant solar flare. An M class flare blew today.
Ben has explicitly threatened NASA as a result of their conveniently timed "failure" to produce the data as per usual.
"DO NOT let this happen again. We have recourse if need be."

The M 1.1 flare, although not Earth facing, caused a radio blackout over India...in the general vicinity of where the magnetic poles are headed.
The earlier B flare was characterized as "long duration".
And a C 9.3 since.

"The first M-Flare of the new Cycle was detected this morning. An impulsive M1.1 solar flare was observed off the northeast limb at 07:24 UTC this morning. We will get a better look at the likely sunspot during the next 24 hours as it begins to turn into view. This flare caused a radio blackout, labeled as an R1 on the National Oceanic and Atmospheric Administrations scale. LOCATION OF HF FADEOUT: India.
But there is more.... Another solar flare near M-Class, this time a C9.3 was detected at 10:46 UTC (May 29). For the past two days, Earth orbiting satellites have detected a series of solar flares. The source is hiding just behind the sun's northeastern limb. The flares are probably coming from a sunspot. We can't see the hidden sunspot, but we can see its magnetic canopy towering over the edge of the sun. In 24 to 48 hours, the underlying blast site will rotate into view. Whatever it is, its high latitude suggests it comes from new Solar Cycle 25. M-class flares are medium-sized; they can cause brief radio blackouts that affect Earth's polar regions. Minor radiation storms sometimes follow an M-class flare. At the nadir of the solar cycle, many months can go by with no flares at all. Suddenly, an M-Class solar flare is interesting."

Shut everything down, immediately create millions and millions of unemployed. Tell them to stay home. Stay separated. Keep everyone far outside their comfort zone.

Wait for the inevitable spark.

"Here’s what we know: whatever the so-called threat to the nation—whether it’s civil unrest, school shootings, alleged acts of terrorism, or the threat of a global pandemic in the case of COVID-19—the government has a tendency to capitalize on the nation’s heightened emotions, confusion and fear as a means of extending the reach of the police state."

Civil unrest was going to come as the food situation deteriorated going forward.
Sparking it ahead of that time, then quelling it and tightening the police state in response makes perfect sense.
People still have things to lose now.
Later, as the system breaks down more completely, there will already be measures ready to put into place that would be supportable only with a tightened police state.
