I live in Chile and have read or heard nothing about this
issue. Might be just a paper threat.

Don't worry life in Chile is OK. The mayor worry locally
are the electricity shortages, because of insufficient planning and
not enough water for the generators. Chile depends for 70% on hydro-electricity. So the aftermath of El Niño is what is worrying the Chileans.
