That article doesn't say anything except
how MSFT like GE, GM, Exxon, and many
others use negotiating power. It has
nothing to do with anti-competitive strategies;
In fact, it is at the other end of the spectrum.

DOJ is blowing smoke and so far it looks
like they lack any substantial fire power.
They are making the lawyers rich while you
let them spend your tax dollars. Who is the
fool here?
