Schwab wants transactions and each side of the proposed transaction is better done at different stock pricing.

Sure, if the stock is ABC, it's better to buy back a call when ABC is $22 and sell a new call when ABC is $23.

But that's not what we're talking about.

We're talking about buying back an in the money call which you previously sold and for whatever reason don't want to have exercised on you, and selling a longer dated higher strike call of the same stock, at the same time.
