It really depends on the winter temperature profile of a given location. In areas where it is regularly very cold you are correct. In areas where the majority of days would allow the heat pump to work with a few days being too cold, the "I squared R" supplimental heat might be a solution in using a heat pump. There are charts that can be used to determine this. It also depends on the balance point of a particular unit.
