There's apparently a spectrum of "they"s. When you say, "they will know", it becomes contingent upon what "they" are following and forecasting.
If it's purely solar....it's muted due to exacerbating circumstances beyond solar only.
Keep that in mind.

La Nina during low solar, and even more so during low magnetosphere strength, has been responsible for the tropical storm uptick. That means a more highly energized atmosphere is at work along with La Nina effects.

Next year there will be a "historical" upsurge in tornadic activity in the US and up into Canada where there's already been seen the beginnings of that upsurge. Eastern areas will be surprised.

A look into hail and lightning shows how charged the atmosphere is becoming.
