Just lookin' around and it sure is awful GSM-like out there.
It seems to me that any solar data based cut-off for the start a GSM would necessarily be more arbitrary than seeing what's happening on the ground.
Or it may just be more GSM-like due to the magnetosphere weakness.
In any case, events would dictate that it makes no sense waiting around for the "official" call from the rest of the scientific community.
