I'm not one to argue for subsides and barriers to promote domestic industries. But if the Jones Act had actually worked as planned, if sustained a robust US shipbuilding industry and merchant marine, and provide not only economic benefits from that (to offset all the economic costs from the direct negative effects and the distortion caused by even a successful industry moving American investment away from more productive areas) combined with the national security benefit of having the US be strong in those areas, then it might be worth it.

Similarly I'm against the idea of the government imprisoning people for what they decide to consume, but if the war on drugs has actually worked spectacularly well you could argue the infringement on freedom might be worth it.

But in both cases the government actions have been spectacular failures.
