Should my phone GPS just pick up the GPS network coverage, and the app will direct me around Florida, even if we have no cell phone plan?

Man, this is a bit hard to figure out from over here, and when we're there we need it to work from minute 1, or we don't know where to go.......

If we want to get a 10 day (actually 14 day) data plan that will allow the Google maps function to work properly (and also allow us to look up restaurants a local sites on the phone) where would I buy something like that? Surely the cruise port (we're arriving on a cruise from Europe) probably has something like that. And then I wonder, my cell phone has two SIM card slots (I only use one). If I buy a temp SIM and put it in the second slot, then that phone will work both on the Philippines network (if I activate it?) and on the temp USA network data plan? Makes sense I guess.
