Map programs require an internet connection but its possible to use wifi and download the map to your phone. You do lose out on live traffic data and rerouting if you lose the network connection. There are some programs that you have to download the maps even to use. Google Maps typically uses a live network connection as your using it but I've had it ask me if I wanted to download the data when it was routing me through an area with little cell coverage.
