Not necessarily. I know of multi-billion dollar M&A deals that have been put together in a week. True, in that kind of situation, there may have been lots of work put in before approaching the target company, but from the time the target company knows about a suitor to consummation can actually be quite short.
And it really doesn't matter if there is or is not significant negotiations. The first we would hear about it is the announcement. For all we know, the company has been in negotiations ever since the CRL.
Mind you, I don't think the company is for sale, but that's based pretty much solely on Captain B's statements rather than actual knowledge....
