That's nonsense. Closely-spaced transmitters with smaller cells can certainly increase data speed and capacity in heavily populated areas with intensive use.

But most Federal land is extremely rural with a very low population of potential users - all who can be easily served with far fewer transmitters spaced much further apart, typically on mountain tops.

If the national monuments like the Grand Canyon were to develop the communications density needed by major cities like Manhattan or Los Angeles 100 years from now, the transmitter density will need to increase unless there is newer technology in 100 years from now.
