The modem is definitely capable. One difference between the two appears to be that the Pixel only supports 3 carrier aggregation. I would guess that this is due to some difference in the RF front end.

Possible that there are other differences between Cat 15 and Cat 16 but a quick Google search doesnt give me any answers.
