A number of sites recommend people create a new Windows account with Limited User restrictions. I'd like to suggest a different approach.
Create a new account with Administrator privileges.
Why?
Most users, having spent some time working on their computers, have implemented many customizations, settings, and appearance choices. As well, they have Web Site history, Screen layout, Wallpaper, etc. The list seems endless. Nobody want's to start over with a new Windows account.
The alternative is easy. After creating a new account with Administrator privileges, alter the long established Administrator account to Limited User status.
This way, nothing familiar gets discarded. As a bonus, the new Administrator account will likely have a much different appearance and "feel" that will make it much less likely to be used by accident.

P.S. In Windows Vista and newer, the Administrator accounts people create are really accounts with "Some" Administrator privileges and "Some" restrictions. If one wishes to use an Administrator account with no limitations, they they'd need to enable the Windows' Built-In Administrator account.
The command to do this:
NET USER Administrator /Active:Yes
Note, however, that this account features NONE of the usual safeguards against User stupidity.
