I suspect this was the case for most if not all of the well pollutions supposedly caused by frac drilling. The well pollution was pre-existing but nobody had bothered to ever test it.

In other words a case of Post Hog Ergo Propter Hoc.

In the long run it would be to the drilling companies favor to pay for pre drilling well testing.
