I certainly think he shouldn't have been fired. His actions where appropriate. OTOH the employees at his organization apparently are "at will" employees.

Looking in to it a bit more I see that New Mexico has a "public policy exception" to at will employment.

That lists three major exceptions to at will employment, and lists the states that recognize each, and provides some detail and history about the exceptions. It details a Wisconsin Supreme Court case, that sets boundaries on the exemption that might have kept Carpenter from winning, but of course the case wasn't in Wisconsin.
