"Dead" coral is just decorative, live coral are organisms that need special lighting and special attention. The choice of fish that can be kept with live coral is very limited. Pet stores also sell fake coral, it looks just like real coral but is environmentally friendly.

As far as filtration it's very hard to keep a saltwater tank w/o a good wet/dry filter. In an undrilled tank you use a hangon overflow box to drain water to the filter. Some are pictured here:

The pictures are good, I didn't check the prices but they seem cheap. Where I work we sell a different brand (CPR) that are way more expensive.

Again I didn't check the price against other vendors but compared to what we sell where I work the prices are cheap. You'd use a Maxi Reef 400. I didn't check out how much shipping is but we get $700+ tax for comparable filters. BTW you'll also a pump that'll be around $100-150. Saltwater isn't cheap, if you're going to do it though getting the right equipment is key. Lots of people skimp then end up having to replace stuff later.
