No, it is obvious that these two policies are at two opposite ends of the spectrum. On one end is the Clinton policy which was to provide encouragement and limited support to Iraqis to overthrow Saddam. At the extreme other end is the Bush policy of invading Iraq and entering into an occupation without an exit strategy. These policies are polar opposite. Bush did not make policy on Iraq before he was President and Clinton did not make policy on Iraq after he ceased to be President -- we have only two policies to discuss: 1) The policy under Clinton and 2) The radical change in policy under Bush.
