Possibly.. But we seemed to go through the motions of building those light water reactors.. Of course, the US didn't feel obligated to provide the funding for those reactors by itself, and the collapse of the Asian economies in 1998 put the kabosh on getting any contributions from SK or Japan.. And having NK fire a No Dong missile right over Japan in 1998 didn't help things either..

They both indicate that while we might be dragging our feet, especially since moving faster would require our paying the full cost. But it does appear that they broke ground in 1997, and that the 2003 projected completion date was a target, not contracted..

And now NK is trying to bluster their way into intimidating the US, but the end result is that those LWRs are back on hold, and they have played right into the hands of those parties who wish to provoke Kim Jong Il into acting at his more irrational.. knowing it will only result in even more pressure on their economy.
