WIDMANN: Did you ever observe Ms. Felch crying in your presence during a performance review?
POWELL: Yes.
WIDMANN: Who else was there besides you and she?
POWELL: I don't think -- memory is it was just the two of us.
WIDMANN: Just the two of you.
POWELL: I -- yeah, I think it was just the two of us or -- I don't remember if her supervisor was there or not.
WIDMANN: Did that occur on just one occasion or more than one occasion?
POWELL: I only remember the one occasion.
WIDMANN: All right. Did you ever try to find out why she was crying?
POWELL: I think at the time I understood why she was crying, at least I made a logical conclusion.
WIDMANN: What was that, sir?
POWELL: Is it acceptable to talk about the details of a person's performance review in this form?
POPPE: No.
