Since 1992, Terry Dillon has been working on getting contracts for doing work in Sub-saharan Africa and other developing markets. Gridline Communications Holdings claims a focus on providing high speed Broadband access utilizing over Broadband over Power Line (BPL) technology solutions, with other means of broadband delivery where appropriate. Founded in 2003, Gridline has focused on offering superior and affordable, broadband and content solutions to residential, educational, medical, and business users in both domestic and international markets. One of its more recent projects has been in the Smart Electric Meter Industry.

Gridline officers include: Terry Dillon, Chairman and CEO; Kyle Stout, CPA; Michael Massad; Jesse Talamantez, Professional Engineer; and Clarence Simms, PMI and ITIL certified; and George Schilling, CEO of Calypso Wireless.

Gridline's current projects include a comprehensive communications plan for Equatorial Guinea, West Africa, to be owned 51% by GridlineX; a project to connect rural communities in Cheshire County, United Kingdom; a pilot program for The Electrical Companies of the Nation of Hungary; a joint venture, Gridline India; and a project to provide high-speed broadband services for the Grayson Collin County Electrical Cooperative through smart metering technology.
