Jerome, first, there aren't that many funds that mimic the NDX, so there aren't funds out there buying in the same quantity as when a stock is added to the S&P.

That said, some will buy right at the close on the 13th (or 12th, I didn't go back and read the press release), others have deals with brokers that buy in advance for them and then they split the profits if the price has gone up from the price paid to the closing price on the 13th. I don't know what happens when the price goes down.

It is a lot easier to game an S&P addition than a NDZ addition. I bought BRCD when it was announced that it was being added to the NDX and I got killed.

They're required to make the necessary trades within 3 days of the effective date, if I understand it correctly.
