How much did Intel pay for infringing the Clipper patents, and how much did they pay Transmeta for infringing their patents?

I don't know the exact amount but it was a lot. No doubt it hurt. The difference here is that upper level management didn't know from the beginning they were infringing and didn't supply the stolen IP to the engineers while filing false documents to the SEC, and subsequently lying to the shareholders, the press and professional investors. In short, there was no conspiracy by upper level management to steal the intellectual property of their chief rival. Even though you have zero evidence, you may claim that Intel really knew everything from the beginning but "got away with it", which is a popular fantasy for AMD fans. You'd just be guessing, but in the case of AMD we do know for certain that AMD did steal and lie with the full knowledge, consent and support of upper management. That's criminal activity and AMD was guilty. So said the SEC.

How does that compare to a $15,000 fine that doesn't even rise to the level of a slap on the wrist?

Let's remember who has the history of criminal activity here.
