Wow. Doesn't a new refinery this size cost several billion? Was this unit really old and in need of massive environmental upgrades or is the eastern US market just really terrible?
COP/PSX was in the process of shutting this particular refinery down. so getting $150 million for it instead of incurring further costs associated with the shut down is attractive.

but yes, eastern refineries have terrible economics at the moment.
