...in order to sustain architectural control, the platform must be continuously evolved. This is a necessity because the platform represents a fixed point of stability for customers...

A stationary platform also looks like a sitting duck to your competition who would like nothing more than wrest proprietary control away from you. (Or actually, in the case of a licensed architecture, your customers ARE (or can be) your competition)
