Intel's 22nm process was more oriented towards low power, than is normally the case.

That is why I expect 22nm Atom to really shake things up.

CPU computer power may currently be in excess supply on the desktop, but certainly not in smartphones or tablet devices.

IIRC, Mac OS X was developed for x86 and PPC all along. Of course its possible that iOS has been as well, since one would expect at some point that Apple might want to try and merge the Mac OS with iOS.

But more importantly, on desktops compute power was more of an issue, and especially more so in 2006 then it is today on mobile gadgets.

Are you serious?

For one, if you think tablets have a shot at replacing laptops and desktops in meaningful numbers, then it needs to be able to do tasks that require some CPU grunt.

Otherwise they will remain as novelty items for those easily distracted by the shiny new toy.

Also, I want to be able to run 1080p content off my smartphone, onto my big screen TV.

Do the current games on them perform poorly, or is it expected that better games would be played if the devices performed better?

Video is done by dedicated IP blocks and does not use the CPU. The ARM SOC world has done a very good job of allowing vendors to add such IP which is way more power efficient than using the CPU.

I see that SA's review of the Lava Xolo X900 does complain about games (due to ARM code emulation) but otherwise a good review:
