In addition, the power brownout policy will raise the price of semiconductor materials in the second half as supply volumes are lower than expected. Semiconductor players including Taiwan Semiconductor Manufacturing Company (TSMC), Nvidia, Qualcomm and AMD are all expected to see rising quotes.

Less profitable firms try to make a virtue of not paying dividends, but they often have little choice.

One is a components maker, the other is a consumer products maker, so I wouldn't see it as an Apples to Apples comparison(no pun intended).

I agree, its hardly Apples to Apples. One is doing a dynamite job of innovating away from its historical business, while the other is milking its historical cash cow without a clue what else it can do, other than shovel its profits to owners. Such constipation generally ends up badly. INTC, MSFT, CSCO. What a trio of tech powerhouses they used to be...

If Intel wasn't ramping up it's 22nm process for an attack on phones, perhaps your assessment would be meritorious, but instead, well . . . . .
