This is an arbitrage situation. Traders sell DOCS short, and buy Fulcrum (which is at a slight discount with respect to the merger), knowing they can cover the short when they get the stock in the merger. It's not worth it unless you are doing this in large quantities, but this kind of activity always distorts the stock price for a short time.
