That's the price for an entirely new battery pack.

Cells can last tens of thousands of cycles but the capacity drops slowly to near zero before finally shorting.

Charge efficiency remains the same roundtrip but the capacity drops.

Most of the old cells can last for years before they internally short.

Am I making sense?

The old cells are not going into powerwalls or powerpacks.

(But I'll take them!)

Edit:

If your car has not rolled off the production line you will pay $10,000 more.

A new 100kWh replacement battery pack is close to $20,000 from Tesla.
