The beauty of the US regulations is that they send ripples across the world and lead to others to change accordingly.
Of course there are always strong resistance to new legislation as the entrenched interests see they are going to need to work hard for their money.

Remember the Telecom Act of 1996? “set a framework based on those enduring principles of competition and open entry, allow a little time for the industry to get used to the ideas, and get out of the way.”

The FCC foresight of the things to come changed the rules of the game and unleashed a wave of new technologies and new investment not ever seen in history.
The rest of the world followed suit.

In a similar manner, rolling back Net Neutrality will. once again, unleash a new wave of investment after people get used to the idea.

Former FCC Tom Wheeler is, once again, fuming, but he was fuming when the Telecom Act of 1996 came into force.
