There is no sign that they want it divided. There is a normal "north/south" split, but too many overlaps to do much good. What has always worked best for them is a grand council called a loya jirga. But our State Department knew better. We should never have put any troops to speak of in there after the initial take down. Everything since has been a waste of lives and treasure.
