Yes, the question is what about the rest of the world. These were all US patents, so only have jurisdiction in US markets. It would be kind of funny if the USA misses out on a significant epoch of innovation because Apple precludes Americans from participating.

The big question is whether Apple will license but just get more for it than they would have before, or are they really going to try to shut Samsung and Android in general out of the smartphone market. It would be interesting to know the details of Apple's contracts with Samsung for semiconductors. It would be kind of funny if Samsung developed some significant yield issues just as the next iPhone is scheduled to ship.
