I was in DC over the weekend. The Metro there is one of the biggest farces around, like the Federal Government. I thought we filled our Metro card to the appropriate levels based on what they said was peak and off peak rates. but when our cards came up short the last day, a cop told us they raise the rates to peak hours late at night on weekends for the drunks.
