You can run a traceroute from your PC to SI and that run should show you where the hang up is.

If your ISP is having a huge number of calls today my guess would be they are either having issues or they are just trying to get their customers to not bother tech support.

I would venture a guess that there is a router issue somewhere on the net or outages caused by storms, down lines or some weird Internet Voodoo.
