It looks like a nihilistic merry go round. Your theory appears to be that we can't do anything better [such as Tradable Citizenship or any other improvement] because we will be overtaken by evil-doers and we can't identify evil-doers because everything is too confusing and there's no way out of anything so everyone should just give up, lie down and die. Or, we could ignore psychopaths, or put them in prison, or kill them when they come lunging forwards to the attack thereby identifying themselves, and the rest of us get on with Tradable Citizenships and OFDM/CDMA mobile Cyberspace to bring on peace, light, harmony, happiness, health, prosperity, longevity, fun and love.
