I've seen only two cougars in the woods, both in high gear going perpendicular to my path

That's two of us.

However:

I live just off Hood Canal. Last year the boss was driving in a piss-ant development just up the pike at mid-day. A cougar stopped in the middle of the road and just stared at her for a bit.

A neighbor I consider credible claims to have encountered one very close to my little hovel.

A lot of game acclimates to human presence. Probably true of big kitties, too.
