Are you kidding? I see that project plan all of the time. It is the "don't bother with ROI analysis, just make some great promises to get some dough, build it for fun, then tinker with it to see if it can actually work" approach. It is quite common in any corporation that wants to be taken seriously. LOLOLOLOLOLOLOLOLOLOLOL.....
