... but note how they say 'La compañía minera a mediana escala' - that's medium scale, not small scale ... i doubt that the small scale artesanal mining regs will be adjusted to fit Dynasty, imho they will get their own special deal, new classification for the mediana that perhaps others could fit into later ... this would allow them some upside above the 1500t/day limit of in-country production, and let the Dynasty field and Jerusalem go ahead
It does seem quite likely that this will happen at the same time as adjustment to the small scale regs, but i don't think they will fit within it, or will want to ... all this based strictly on my own musings, of course, just guessing
This from friday was fairly significant imho, the 'unnamed government spokesman' as quoted in El Comercio [no less], as saying that the roots of the windfall tax lie in their experience with the oil industry, not with mining, it's left implicit that it doesn't belong in mining [duh] -
'Un funcionario del Gobierno cercano a la negociación, quien pidió la reserva, indicó que la raíz del impuesto guardaba una relación con la industria petrolera pero no con la industria minera.'
