Germane question. The answer is this. It depends upon the political regime in place. With DM admin and all their lawlessness, you can't get justice unless you're on the left side. The courts are hopelessly prejudiced towards activist arbitrariness. That's why you see me say I have to sue in a foreign venue. It's much like the Greek court in Plato's time where one paraded one's sob story family in front of the judge in order to persuade.

All this gets cleaned out with regime change. For example, when Reagan surprised the Beltway with a win, the vermin scrambled out of DC toot sweet, and everywhere else. The left leaning judges abruptly changed too. They started meting out the law. They got tough. When Clinton won, the reverse happened, but nowhere near as bad as what has happened under DM. With Bush it was a wash. The judiciary and lawyers were still on a left oriented roll because they saw there was big money in delivering the left opinion, learned behavior from benching under Clinton.

Doesn't Obama have a habit of suing local governments (ie the state of Arizona) for local laws they don't like?

You're so kind to put it so mildly while the reality is ten times as bad. It will take a decade for the US to dig itself out of the damage the DM admin has done. DM knows it. If they don't win, the whole lot of them is going to jail, and DM will be able to pardon only a few. When everyone finds out just what has been put in place there's going to be a furious rage against all 'crats. The 'crats will deny all that they have done. That's what they did in the past. There isn't one 'crat whom has a dram of integrity. No, not one, and you will come to embrace this truth.
