Holld on now. Medical expenses rise very fast with age past sixty or so. You ought to compare private insurance medical costs of 64 year olds with , say, 66 year olds on Medicare to approximate an apples to apples comparison. If Medicare is 10K per year for all Medicare patients, then it must be a lot less for mid-sixties patients, perhaps less than 5K. A lot of Medicare costs are expended in the last few months of life.

One hint is to see what private insurance charges 64 year olds. I think it's more than 5K for Medicare-level services. At least I pay a lot more than that, at 61, and I am very healthy.
