Totally agree. The new Health law is a great improvement over the current disjointed situation but, as you say, does not address the over use of ER's "free" medical care (paid for by us) and the resulting over testing.
Malpractice suits cry out for a new law, eliminating frivolous suits and mandating fines for such.
