10cm of sea level rise will affect almost nobody. The only risk worth worrying about in regard to sea level is tsunami. I guarantee Japanese are not in the slightest worried about 10cm of sea level rise when they contemplate the catastrophes they experience due to earthquake and tsunami. Indonesians are probably more mindfull of tsunamis too. A bolide in the Pacific Ocean - even just a little one like Tunguska's, will do vastly more damage than a millimetre a year.

People born from now on will adapt by doing anything they choose to do, just as young ones have always done. They might go and live in Africa or something to avoid reglaciation.
