I completely agree.

The capital markets are not something to let rot.
They have a very important function of efficient capital creation.

To let cheaters with faster computers milk the system - much like naked shorting puts a rot fungus in the the apple barrel.

Those who eliminate it should be viewed as heros and rewarded.

Those who cheat should be fined banned and incarcerated to the fullest extent of the law.

Removed from the mainstream of commerce.
