Do you mean if you get blocked by a YouTube channel? If so, you are blocked and you can not communicate with the operator of that channel. Only way is to see if they have other contact info, as in a blog or Facebook, etc.

Some YouTuber's abuse the block feature. Lots of videos on that topic.
