Technically this may not be a tariff, but you are suggesting that businesses should make decisions based on tax considerations. They would pay more for employees in order to pay less in taxes - that is, if they want to bring their cash back to the US. I have no idea how many of them would actually want to bring their money back to the US. They may have reasons not to do so.

Globalisation leads to equalisation.... For as long as there is a significant differential in pay, there will be opportunities for arbitrage - aka outsourcing.

So far, Germany is successfully competing on quality. We, it seems, have not yet found a niche. Maybe Agriculture, at some point?
