In the address bar at the right end of the window there will be an x or a partial circle with an arrow.

If you click the x it will stop the page from loading.

If it is a partial circle with the arrow it will reload the page if you click on it.

If that option doesn't work force quit Safari.

Also if you are running Lion make certain to turn off "Restore windows when quitting and restarting apps" in the General settings in System Preferences.
