Seems like Apple could apply pressure by taking the line that any reduction in subsidies should be reflected in a reduction in the customers monthly charges. The carriers are looking to improve their margins. They want to drop subsidies while keeping the monthly rates the same. Can Apple point that out to people effectively so that consumer sentiment works against the carriers.

The other avenue Apple is likely exploring is to use their clout in the supply chain to aggressively cost reduce their phones
