Followed th procedures. Petrobras itself had raised the alarm on Wednesday.

Brazil's state-owned oil company Petrobras, its navy, and oil industry regulators rushed to investigate multiple reports of an oil leak from an offshore field on Thursday, but said they found no signs of oil in the water.

You see? Very easy. You see oil. You report and take action.

Else, huge fines and calaboush for managers. :-)

You see, I tell friends that are in owe for how clean, say Canada, is. I tell them. This comes at 500 dollars fine for littering.
