This issue is also non-cumulative, which I do not like, no matter how low the possibility of dividend suspension.

Anyway, the present issues have far higher coupon rates, and 2 of them have at least a couple years call protection.

Not much sense to accept such a low rate, for an extra 3 years of call protection.
